Steve Weinstein Three decades as a Silicon Valley CTO, EVP of Engineering, founder of Hollywood’s R&D lab and creator of H4XLabs, a dual-use incubator, venture studios, and investment fund, he has created products that have sold in the millions of copies, and cost anywhere from $.05 to $10 million a copy across a broad range of technologies in both the private sector and DoD/IC.

Steven is an educational leader teaching advanced rapid innovation processes at Stanford University and the University of California system. His courses have become national programs, including Hacking 4 Defense (NSIN program at over 50 universities), Lean LaunchPad for Deep Tech (NSF I-Corps at over 100 universities), Hacking for Climate/Oceans (Common Mission Project), and I-Corps at NSA.

Steven serves on the board of Common Mission Project (responsible for H4X programs WW), as co-founder of the Defense Investor Network, and as an Advisor to the Gordian Knot Center at Stanford, as well as to multiple small startups. He also works within the Intelligence Community as an advanced technology scout, innovation process consultant, and technology advisor.

Richard Oberreiter has for over 30 years successfully led new ventures and orchestrated turnarounds. After graduating from UCLA, he was commissioned as a naval officer and served on guided missile cruisers and frigates. After leaving the Navy he became a business attorney in California. During the dot.com boom a client recruited Richard to be COO of a financial software start-up. Since then he has been a CEO or COO for four medical device companies and has brought multiple medical devices to market. Today, he is the Managing Director of Hamamatsu Ventures USA, the CVC for Hamamatsu Photonics K.K., one of the world’s leaders in photonic technologies.

Richard lives in Newport Beach with his wife of 32 years, is an avid skier and still hopes that UCLA will have a winning football team some day.

Lieutenant Colonel Sam Spencer-Pittman serves as the Army FUZE Private Capital Integrator, leading private capital community engagement and technology scouting to integrate cutting-edge private-sector innovations into Army capabilities.

A native of Roswell, New Mexico, LTC Spencer-Pitman commissioned in 2007 as a Logistics Officer. He has held numerous operational and staff leadership roles across conventional, special operations, and joint commands. These include the U.S. Special Operations Command South, 7th Special Forces Group (Airborne), 16th Combat Aviation Brigade, the Army Logistics University, and as Aide-de-Camp to the Commanding General of the Army Sustainment Center of Excellence.

Additionally, from 2018-2021, LTC Spencer-Pitman served in a legislative capacity as an Army Congressional Fellow. This included serving as the Defense Fellow on the staff of the Chairman of the House Armed Services Committee - Congressman Mike Rogers; and as the Army’s Legislative Liaison to the House and Senate Armed Services Committees managing all legislative matters related to the Army’s sustainment portfolio and sustainment operational priorities.

LTC Spencer-Pitman also has deep experience in facilitating the Army’s modernization and technology initiatives both in his capacity at the Army Applications Laboratory and as a Defense Ventures Fellow for a defense technology focused venture capital firm.

His operational experience includes a combat deployment to Afghanistan in 2016 as G4 Logistical Advisor for the Afghan National Army Special Operations Command.

LTC Spencer-Pittman holds a B.A. in Political Science from The Citadel, an M.S. in Logistics Management from Florida Institute of Technology, and an M.A. in Legislative Affairs from George Washington University.

She holds a bachelor’s degree in geology and civil & environmental engineering from the University of Vermont, and a master’s degree in civil engineering and an MBA from the Massachusetts Institute of Technology.

Leveraging her extensive industrial experience, Milo founded The NextGen Industry Group to support companies commercializing advanced manufacturing technologies. The group brings together leaders, operators, industry experts, and capital providers to develop thought leadership and best practices in manufacturing strategy, capital stack construction, industrial policy, and strategic partnerships.
